Detecting Recycled Asphalt Shingles (RAS) in Hot Mix Asphalt: Questions have been raised on how an owner/agency can test to determine the presence of recycled asphalt shingles in HMA. The simplest thing to do is A) conduct an AC Content Determination Test using an ignition oven test and look for fibers (should be able to see the fiberglass ones) or B) do a solvent based extraction test and look for fibers (fiberglass and organic ones). Either of these approaches should give a yes or no indication of the presence of shingles. An estimated range of shingle content used can be estimated based on the fiber content.

The Asphalt Pavement Alliance (APA) has developed new software for life-cycle cost analysis (LCCA) of pavements. The new software, called LCCAExpress, uses the principles recommended by the FHWA to compare the economics of alternative designs for a given road project. LCCAExpress is a simplified version of the APA’s original LCCA software. Geared to less-complex projects, it’s quick, easy to use, and unbiased. “The new software is designed for counties, cities and consultants. It is a very robust software and not daunting for the user,” said Jill Thomas of the Minnesota Asphalt Pavement Association, co-chair of the APA’s Economics Team.
LEED and Green Construction - The U.S. Green Building Council’s LEED (Leadership in Energy and Environmental Design) Green Building Rating System serves as a scorecard for the design, construction, and operation of green buildings. It was designed to encourage the adoption of sustainable building and development practices. Sustainable development tries to balance the needs of people, nature, and the economy. Thin Lift Overlays for Pavement Preservation – Agencies are being forced to stretch road improvement budgets and to maximize the number of roadways being repaired and improved. Thin lift overlays are a tool in the box for pavement preservation. Best practices for material selection need to be followed when using thin lift overlays. In the Pueblo area, a new thin lift gradation (SX Modified) has been developed for 1-1/2” or less paving lifts with a 3/8” nominal maximum aggregate size (read more).

Maintenance of Asphalt Pavement – Cost Comparison Worksheet, August, 2009 This document (developed by the Minnesota Asphalt Pavement Association) includes a Worksheet that can be used to develop a comparative analysis of strategies and options. The worksheet can be used to develop a Cost/Service Life/Sq.Yd. The primary variable will be the input value for years of service for each strategy.
Having Trouble convincing Elected Officials of the Need for Road Funding?
The American Public Works Association (APWA) has developed an excellent publication entitled “The Hole Story – Facts and Fallacies of Potholes” that helps explains the challenges of deferred maintenance. Also, CAPA Executive Director Tom Peterson has developed a White Paper on the subject entitled “Fix it Now or Fix It Later – The Public Works Dilemma of Deferring Road Improvements.” A limited number of copies of the APWA brochure are available from the CAPA office office@co-asphalt.com
Resources Tool Kits – CAPA has developed a number of informational packets (Resource Tool Kits). These Resource Tool Kits include the following;
- Hot Mix Asphalt Production Facilities (environmental issues regarding HMA facilities)
- Benefit and Use of Recycled Asphalt Pavement (specifications, QC plans, stockpile management requirements, research)
- Environmental Sustainability of Asphalt Pavements (porous asphalt/water quality, perpetual pavements, clean air/cool cities, energy and conservation).
- The Need for Road Funding (the importance of road maintenance, the problem of deferring roadway maintenance, etc.).

SAFETY, IT’s EVERYONE’S BUSINESS The need for safety training for workers has never been more important. The risks of having employees lacking safety training has never been greater. NAPA has several print and online resources that can provide outstanding training. Spanish Safety Construction for Highway Orientation(TAS-29). This video is designed to orient the Spanish-speaking worker in the proper use of both personal equipment and situations found on a work site ($15). Protect Yourself Safety Series (TAS-31D). This DVD was created by the Australian Asphalt Pavement Association Ltd. and includes three segments designed to demonstrate the proper techniques for protecting yourself on the job site ($30). Lockout/Tagout: When Everyone Knows(TAS-24D). This DVD explains how to comply with OSHA regulations for isolating and shutting down power to equipment (cost $30). Employee Hazard Communication Guidebook (N0-1) provides information on how to train employees in the proper handling of hazardous materials ($15). Material Safety Data Sheets(HS-13) provides guidance on complying with OSHA regulations ($5).
